One of the museum’s collection of ten death masks.

Could this be Reverend Samuel Martin (1817–1878)?

On the back of the head there is a number “64” engraved. Possibly the mask of Rev’d Samuel Martin (1817-1878), one of the most influential Nonconformist preachers in London. Martin built Westminster Chapel into a thriving hub of Victorian religious life and was well-known for his practical lectures to young people through the early YMCA. There is a copy of this death mask in the collections of both Edinburgh University (6883) and Winchester City Council (4972.8).
